Paulo Vellinho (1989-1992) Um dos principais destaques da gestão de Paulo Vellinho à frente da Abinee foi o documento “Alerta à Nação”, estudo elaborado pelos diversos grupos setoriais da entidade com o objetivo de propor soluções para evitar o caos nas áreas de energia elétrica e telecomunicações. O texto antecipava-se a problemas que só viriam a ocorrer em 2001 e 2002, como o racionamento de energia, que provocou forte retração na economia. E propunha soluções, como a quebra do monopólio estatal tanto na área de telecomunicações quanto na área de energia – medidas que viriam a ser adotadas nos anos subseqüentes. Vellinho enfrentaria também a abertura de mercado levada a efeito a partir do governo de Fernando Collor de Melo. A entidade não era contrária à abertura – tanto que havia proposto um plano gradual de liberalização de mercado, que seria implantado ao longo de cinco anos. Prevaleceu, naturalmente, a posição do governo e o processo de abertura fez-se em apenas dois anos, provocando graves desajustes no setor eletroeletrônico e, de modo especial, na indústria de componentes. Vellinho would also confront the opening up of the market that took place starting back in the government of Fernando Collor de Melo. The entity was not against the opening – so much so that it had proposed a gradual plan to free up the market, which would be implemented over five years. Naturally, the government’s position prevailed and the opening up process was completed in just two years, causing serious disadjustments in the electro electronics sector, and in a special way, to the components industry.
